Wash the peppers and cut them into four thick rings. Remove the seeds, and dice the leftover pepper.
In a large bowl, add the ground beef, diced pepper, spices, garlic, breadcrumbs, and parmesan, and mix well. Transfer the mixture evenly to the pepper rings, filling them.
Heat a bit of vegetable oil in a pan, and fry the stuffed peppers on both sides.
Place the peppers on a baking tray, and add tomato sauce and grated cheese to the top of each. Bake in the oven for 30 minutes at 300 °F.
